What is FEHB Open Season?

FEHB Open Season is an annual period when anyone eligible for the FEHB program can make changes to their health plan or options, cancel or suspend their enrollment, and request plan brochures and information. Open Season changes take effect in the new year.

What changes can I make to my FEHB plan during Open Season?
During Open Season, you can:
  • Switch to a different FEHB plan: Choose a plan that better fits your current health needs and budget.
  • Change coverage levels: Update your plan from Self Only to Self Plus One or Self and Family, or vice versa.
  • Add or remove dependents: Ensure your plan accurately covers your family members.
You can also cancel or suspend your current FEHB enrollment if needed.
What happens if I don't make any changes during Open Season?

If you don’t take action during Open Season, your current FEHB plan will automatically renew for the next year. However, it’s a good idea to review your coverage, as plans can change premiums, benefits, and coverage areas. This ensures you’re not caught off guard by unexpected costs.

When can I make changes to my FEHB plan?
You can make changes to your FEHB plan during the annual Open Season. However, there are other situations that allow you to enroll or change your coverage outside of Open Season, such as:
  • Becoming newly eligible for the program (within 60 days)
  • Moving outside of your current plan’s coverage area
  • Special Open Seasons announced by the Office of Personnel Management (OPM) for members of specific plans

How do life events affect my FEHB coverage?

Yes, certain life events, such as marriage, birth of a child, or a significant change in employment status, qualify as Qualifying Life Events (QLEs). A QLE allows you to make changes to your FEHB coverage outside of the Open Season period. This is important to ensure your plan continues to meet your needs as your life circumstances change.

How do I make changes to my FEHB plan during Open Season?
You can make changes in one of the following ways:
  • Online: Using the OPM’s Open Season Online system, Employee Express, PostalEase, My Pay, Employee Personal Page (My EPP), or DOE Automated System.
  • Phone: Call Open Season Express at 1-800-332-9798.
  • Mail: If you choose to mail your request, it must be postmarked no later than the final date of Open Season. Send a completed enrollment form to by mail to:

    Make sure to include your plan choice, type of coverage (Self Only, Self Plus One, or Self and Family), enrollment code, annuity claim number, and Social Security number. If you are choosing Self Plus One or Self and Family coverage, you will also need to include your eligible family member’s information and other insurance information as specified in the instructions mailed to you by OPM at the beginning of Open Season.

What information do I need to enroll or make changes?
When making changes to your plan, be prepared to provide:
  • Your plan selection, type of coverage (Self Only, Self Plus One, or Self and Family), and the enrollment code
  • Your annuity claim number and Social Security number
  • For Self Plus One or Self and Family coverage, provide information about your eligible family member(s) and other insurance details
How can I compare different FEHB plans?
To compare different FEHB plans, visit OPM’s FEHB Comparison Tool:
  1. Visit OPM.gov
  2. Select the Insurance tab
  3. Click on the FEHB Comparison Tool
  4. Enter your zip code
  5. Choose your enrollee type (Federal or U.S. Postal)
  6. Select your pay frequency (bi-weekly)
  7. Start comparing plans based on co-pays, prescriptions, deductibles, and other details

When does my new FEHB plan become effective?

Any changes made during Open Season will take effect on January 1, 2024. Until that date, your current FEHB carrier will cover any medical services.

When will the new FEHB premiums reflect in my paycheck?

The 2024 FEHB premiums will be reflected in your February compensation payment.

Can I also make changes to my dental plan during Open Season?

Yes, dental plan changes can be made using the Federal Employees Dental and Vision Insurance Program (FEDVIP) Comparison Tool. The process is similar to comparing health plans.

What are the gaps in my current FEHB coverage that I should be aware of?
While FEHB plans offer comprehensive coverage, there may still be gaps such as:
  • Hospital Stays: Out-of-pocket costs for long hospital stays can add up.
  • Critical Illnesses: FEHB plans may not fully cover the expenses associated with cancer, heart attacks, or other serious illnesses.
  • Dental and Vision Care: Some FEHB plans provide limited dental and vision benefits, which may leave you paying more out-of-pocket.

This means that you can use the funds for whatever you need, whether it’s covering deductibles, co-pays, or everyday expenses during a period of illness or injury.

What happens to my supplemental benefits if I switch FEHB plans?

Your supplemental benefits through United Benefits are separate from your FEHB plan. This means they will remain the same regardless of which FEHB plan you select. You won’t need to worry about re-enrolling in supplemental benefits if you switch your FEHB plan during Open Season.

What are the best supplemental benefits for someone with a family?
Families often benefit most from:
  • Accident Insurance: Helps cover unexpected costs if you or a family member has an accident.
  • Hospital Indemnity Insurance: Provides financial support for hospital stays, which can be especially helpful for families with children.
  • Critical Illness Insurance: Offers a lump-sum payment if diagnosed with a covered critical illness, reducing the financial burden during a challenging time.
